The present invention relates to a cosmetic composition for skin whitening comprising ginsenoside Rh1, ginsenoside Rg2 and a Hydrangea macrophylla extract. It has been confirmed that the composition comprising ginsenoside Rh1, Rg2 and the Hydrangea macrophylla extract is significantly superior to a ginsenoside Rh1 and Rg2 mixture or the Hydrangea macrophylla extract alone in the tyrosinase activity inhibitory effect, and that the skin residual rate is also increased. Thus, it is expected to be able to develop a cosmetic having an excellent whitening effect by using the composition comprising ginsenoside Rh1, Rg2 and the Hydrangea macrophylla extract.
