The present invention relates to an electrolyte film, wherein a polymer gel electrolyte fills a porous membrane introduced with a polar group. Specifically, the present invention relates to a pore-filled electrolyte film, wherein a polymer gel electrolyte includes a first network derived from any one or two or more selected from (meth) acrylate-based polymers including ether groups; and a second network comprising any one or two or more selected from polar polymers and nonpolar polymers to form an interpenetrating polymer network (IPN), to an electrochromic device comprising the same and to a polymer gel electrolyte composition.
