A product development and process designing apparatus includes: a storage unit that stores development specification information including the tolerance of a dimensional variation at any location of a mounting product, partial dimension error information, mounting facility error information, mounting tolerance information, the partial dimension error information, and the mounting device error information, part production cost information, and facility investment cost information related to the mounting device error information; a tolerance distribution processing unit (231) that uses the assembly tolerance information to generate the proposed tolerance distributions that differ in the distribution combination with respect to each error, and calculates the component manufacturing cost and the equipment investment cost; a device planning processing unit (232) that calculates a proposed tolerance distribution with, as an evaluation index, the total production cost, each including the sums of the calculated component manufacturing cost and the calculated equipment investment cost, and an output unit that outputs the proposed tolerance distribution.
