The platform comprises: a daily emergency help-seeking module, wherein same is used for a help-seeker to send help-seeking information to other users through the platform, acquire responses of other users through the platform, and establish a one-to-one response session between the help-seeker and a responding user; an early warning-information transceiving module, wherein same is used for issuing, querying and receiving risk information, starting a session and establishing a many-to-many session between the users focusing on the risk information; and a risk and emergency help-seeking module, wherein same is used for the user to send the risk help-seeking information to a pre-set contact group in one click during emergency reaction and help-seeking in extreme accidents. The solution of the present invention enables one-way emergency help-seeking to be extended to two-way interaction, and the users are supported to issue the help-seeking information to seek help, and at the same time, the user can not only provide assistance to the help-seeker, but can also know the risk situations in advance, so as to take risk defense and reaction measures ahead of time.
