PROBLEM TO BE SOLVED: To provide a method for constructing a planting base having an excellent rainwater infiltration function. SOLUTION: This is a method of constructing a planting base 14 provided on a ground improvement layer 12, and the ground improvement layer 12 is formed by modifying at least a part of the ground material constituting the ground improvement layer 12. A step of improving the water permeability and a step of constructing the planting base 14 on the ground improvement layer 12 having the improved water permeability are provided.
