SOLUTION: A semiconductor optical phase modulator 10 converts single-mode light into multi-mode light, and light from a first location A1 where a mirror image is formed by light interference and light from the first location A1. The multi-mode waveguide 12 having a second portion A2 having a low power density and propagating the interfered light and the propagating light are provided facing each other so as to be sandwiched between the second portions A2.
