PROBLEM TO BE SOLVED: To provide a cooling water circulation technique capable of increasing the power generation efficiency of a steam power generation plant. SOLUTION: A cooling water circulation system 17 has a first weir 19 forming a first water storage area 18 for taking seawater used as cooling water in a heat exchanger of a steam power generation plant 1 from an ocean 9 at high tide, and a first water storage area.
