PROBLEM TO BE SOLVED: To provide a cargo handling work plan creating device and a cargo handling work plan creating method capable of accurately calculating the total required time of cargo handling work and creating a cargo handling work plan having a short total required time of cargo handling work. SOLUTION: A cargo handling work plan creating device according to the present invention uses an unloader and a bulldozer to unload raw materials classified into a plurality of hatchs, and the cargo handling in which the work contents of the unloader and the bulldozer are defined in chronological order. It is a cargo handling work plan creation device that creates a work plan, and creates multiple cargo handling work plans with different timings by changing the timing at which the unloader executes the work of bringing the bulldozer into the hatch within a predetermined time range. For each created cargo handling work plan, the total time required for cargo handling work is calculated based on the relationship between the remaining amount of raw material in the hatch and the cargo handling capacity of the unloader and the relationship between the remaining amount of raw material in the hatch and the scraping time of the bulldozer.
