To suppress an elution concentration of a hazardous element below a concentration allowed by environmental standards stably over a long period, without adding an additive or the like, or without granulation, even in the case of coal ash containing a large amount of the hazardous element.SOLUTION: In an elution suppression method of a hazardous element in coal ash, relative to coal ash generated when burning coal, and containing at least boron at or above the concentration allowed by soil environment standards as a hazardous element, the coal ash is heated alone at a temperature of 1150°C or higher for one hour or longer, to thereby suppress the concentration of boron eluted from the heated coal ash at or below the concentration allowed by the soil environment standards.SELECTED DRAWING: Figure 1
