PROBLEM TO BE SOLVED: To accurately estimate the connection phase of a power generation device even if not only a low-voltage consumer but also a high-voltage consumer receives power from a distribution network. SOLUTION: A connection phase estimation device acquires substation current data indicating the current of each phase of three-phase AC output by a substation and active power data indicating active power consumed by a group of low-voltage consumers, and obtains the substation. Based on the current and active power of each phase of the three-phase AC indicated by the current data, the first total current, which is the total current of each phase of the three-phase AC supplied to the high-voltage consumer group, is calculated and transformed. Based on the current of each phase of the three-phase AC and the first total current indicated by the current data, the current of each phase of the three-phase AC supplied to the low-voltage consumer group, which is supplied to the high-voltage consumer group. The current of each phase converted to the voltage of the three-phase AC is calculated, and based on the correlation between the current of each phase and the active power, the first distribution in which the three-phase AC output by the substation flows.
