To provide a powder coating composition that makes it possible to produce a powder coating that can form a coating film with excellent impact resistance and has excellent blocking resistance; and provide a powder coating, a method for producing a powder coating, a method for producing a base material with a coating film, and a base material with a coating film.SOLUTION: A powder coating composition contains: a fluorine-containing polymer containing a unit based on fluoroolefin and a unit having a carboxy group; and a low-boiling organic solvent with a boiling point of less than 150°C. The content of the low-boiling organic solvent is 0.001-2 pts.mass relative to the fluorine-containing polymer 100 pts.mass. A high-boiling organic solvent with a boiling point of 150°C or more is not contained therein, or if it is contained, its content is less than 1.5 pts.mass relative to the fluorine-containing polymer 100 pts.mass.SELECTED DRAWING: None
