To make it possible to reliably discharge an excess developer without accumulating the developer at an end of a developing housing, while supplying a developer.SOLUTION: A developing device 100 comprises: a container that includes a first section 203 and a second section 204; a path 302a and a path 302b that connect the sections; a first stirring member 205 and a second stirring member 206 for stirring a developer in the sections; a supply port 501 that supplies a developer; a discharge port 304 that discharges a developer; and a developing roller 207 that supplies the developer to an image carrier 106. The first stirring member 205 and second stirring member 206 cause the developer to circulate in the first and second paths; the discharge port 304 is provided outside a circulation path 303 for developer in the first section 203; a discharged developer regulation unit 306 is provided downstream of the discharge port 304, the discharged developer regulation unit for regulating a flow of the developer to the downstream part of the discharge port 304 from the circulation path 303 toward the direction of the discharge port 304.SELECTED DRAWING: Figure 3
