To prevent degradation in a power factor which may occur when an operation state of equipment changes.SOLUTION: A central monitor 10 includes: a demand management section 11 which selects, when it is predicted that use power in demand time limit exceeds a contact demand, equipment 1 for stopping it so as not to exceed the demand; a power factor variation prediction section 13 which predicts, for each equipment 1, a variation in a power factor when an operation state of the equipment 1 is changed; a power factor prediction section 14 which predicts a variation in a power factor in a facility when an operation of the equipment 1 selected by the demand management section 11 is controlled; a capacitor selection section 15 which selects a phase-advance capacitor 4 operated to compensate for a variation in a power factor in order to improve a power factor degraded by the variation in the power factor; and a capacitor control section 16 which controls an operation of the phase-advance capacitor 4 selected by the capacitor selection section 15 according to that the equipment control section 12 controls to stop the equipment 1 to be controlled.SELECTED DRAWING: Figure 2
