SOLUTION: The grouping unit recognizes a group of users who are facility users entering the facility and generates user group information indicating the user group, and includes an image of the user from an image pickup device in the facility. Identify the image acquisition unit that acquires the image in the facility, the guidance control unit that controls the operation of the movable guidance device that guides the user in the facility, and the user group of the user that the guidance device is guiding. When the guidance group identification unit and the non-guidance user who is a user who does not belong to the guidance group are shown in the in-facility image, the non-guidance user is estimated as a possible lost child.
