PROBLEM TO BE SOLVED: To provide a block mat which can suppress water permeation and can be efficiently manufactured by using a hardened concrete block. A block mat in which a plurality of concrete blocks are fixed to a flexible sheet, wherein the sheet includes a base sheet on the concrete block side and a water-blocking sheet on the opposite side of the concrete block.
