To provide a powder measurement device capable of measuring powder even when the powder reaches the uppermost part of a container.SOLUTION: A powder measurement device 50 includes: a cylindrical part radiation source 57 for applying a γ-ray inside a container in which char CH is stored; a ceiling part detector 59 which is provided at a ceiling part 52d of the container, and which detects the γ-ray emitted from the cylindrical part radiation source 57; and a controller 80 for obtaining a measurement value obtained at the ceiling part detector 59, so as to calculate a physical amount of the char CH.
