To accurately identify medical workers who have performed hand hygiene.SOLUTION: A management device 400 that receives information transmitted from a discharge operation detection device that has detected discharge operation of a disinfection bottle and information transmitted intermittently from wireless transmission devices of medical workers via a relay device includes: a nearby person identifying unit 44 that identifies a medical worker corresponding to a medical worker ID received within a predetermined period based on a time point at which a detection device ID is received as a nearby medical worker within a predetermined range from the discharge operation detection device; and an execution medical worker identifying unit 48 that specifies the identified medical worker as a practitioner of hand hygiene. Even in the system in which the medical worker ID is intermittently transmitted from the wireless transmission devices carried by the medical workers, a medical worker near the discharge operation detection device which has detected the discharge operation can be identified and specified as a practitioner of hand hygiene.SELECTED DRAWING: Figure 2
