To provide an indoor worker activity management device, etc., capable of grasping an activity status in a factory where a surrounding metal plate prevents GPS radio wave from reaching or a person having no portable device works therein.SOLUTION: This device grasps an activity status of a worker walking on a floor top surface conductive plate by measuring capacitance formed between a conductive plate 101 laid in the vicinity of a ceiling and a conductive plate 102 laid in a floor top surface. This device includes: a capacitance detector 105 for measuring capacitance between both conductive plates; a capacitive pulse pattern detection unit 106 for detecting a pulse pattern showing features peculiar to the worker from the measured capacitance; and a pulse pattern recording unit 107 for recording the pulse pattern previously measured about individual workers by associating them with worker IDs. When a pulse pattern similar to the pulse pattern recorded in the pulse pattern recording unit 107 is found at the capacitive pulse pattern detection unit 106, a decision is made that the worker performs work activities.SELECTED DRAWING: Figure 1
