To provide a device for successively and preferentially analyzing utterance voice of a group whose discussion is not active.SOLUTION: An utterance analyzing device comprises: utterance analyzing means for transmitting utterance voice requests to respective user terminals which record utterance voice of a user at every continuous prescribed voice sections, storing an utterance voice reception order of one or more groups comprising one or more user terminals receiving utterance voice data and utterance-analyzing the utterance voice data; utterance voice reception control means for transmitting the utterance voice request to the respective user terminals in accordance with the utterance voice reception order as much as possible in the voice section of time t+1, receiving the utterance voice data in the voice section of time t from the respective user terminals and causing the utterance analyzing means to utterance-analyze the utterance voice data; and utterance voice reception order update means for updating the utterance voice reception order of the group in the voice section of time t+2 on the basis of an utterance analysis result of the utterance voice data in the voice section of time t when utterance analysis is completed in the voice section of time t+1.SELECTED DRAWING: Figure 4
