To provide a vehicle unauthorized access countermeasure device and a vehicle unauthorized access countermeasure method, capable of detecting unauthorized accesses to a vehicle in a highly accurate manner.SOLUTION: An attack detection rule generation server 100 comprises: a general unauthorized access information reception section 211 which receives, from an external information processing device, general unauthorized access information which is information of unauthorized accesses executed to information processing devices; a vehicle unauthorized access feature information generation section 213 which generates vehicle unauthorized access feature information which is information of features in unauthorized accesses against vehicles compared with those against the information processing devices; a vehicle unauthorized access information generation section 214 which generates vehicle unauthorized access information indicating a composition of the unauthorized accesses against the vehicles on the basis of the general unauthorized access information and the vehicle unauthorized access feature information; and a vehicle unauthorized access detection rule generation section 216 which generates vehicle unauthorized access detection rules for detecting the unauthorized accesses to the vehicles on the basis of the vehicle unauthorized access information.SELECTED DRAWING: Figure 2
