To quickly understand a disaster situation of apparatuses existing in a disaster area.SOLUTION: A disaster situation estimation device comprises: a storage unit which holds maintenance target apparatus information including elevation information of a building in which a maintenance target apparatus is installed, and a height of installing the maintenance target apparatus in the building; a determination unit which determines the likelihood that the maintenance target apparatus is submerged, based on a disaster occurrence area and details of the disaster, when the disaster occurs; and an output unit which outputs the determination result to a prescribed output device.SELECTED DRAWING: Figure 1
