To provide a dispatch instruction device capable of suppressing elongation of user's standby time even when an unforeseen situation occurs, and to provide a dispatch instruction method and a dispatch instruction program thereof.SOLUTION: A dispatch instruction device 1: receives current positional information of a vehicle 2; selects a plurality of dispatch candidates from among a plurality of vehicles 2, when receiving each actual demand information from information communication devices corresponding to a plurality of target bases; calculates each estimated arrival time until the plurality of dispatch candidates arrive at the plurality of target bases from a current place, based on positional information; calculates estimated standby time of each user, based on the actual demand information and the estimated arrival time; determines a combination from which time obtained by summing the estimated standby time of each user becomes minimum, among combinations of the plurality of target bases and the plurality of dispatch candidates; transmits a dispatch instruction to the vehicle 2, based on the combination; and repeats selection of the plurality of dispatch candidates, calculation of the estimated arrival time, calculation of the estimated standby time and determination of the combination, at each predetermined time.SELECTED DRAWING: Figure 1
