To provide a ship assignment plan creation method capable of creating a ship assignment plan in consideration of achieving both stable supply and minimized transportation cost of materials from a plurality of points of loading to a plurality of points of discharge by a method that does not need simulation.SOLUTION: A ship assignment plan creation method includes calculating discharging time at each point of discharge and a discharging amount for each discharging on the basis of inventory upper and lower limit values without considering constraint on transportation by a ship, creating a temporary navigation pattern determining loading materials and loading amounts at each point of loading of a navigation path pattern and discharging materials and discharging amounts at each point of discharge on the basis of calculation results, creating a plurality of navigation patterns on the basis of the temporary navigation pattern, and selecting a navigation pattern used in a ship assignment plan on the basis of excess or deficiency from the inventory upper and lower limit values and transportation costs from the plurality of created navigation patterns.SELECTED DRAWING: Figure 2
