PROBLEM TO BE SOLVED: To prevent a temperature difference between intake water and discharge water from exceeding an agreement value.SOLUTION: A temperature of intake water and a temperature of discharge water are measured to calculate an intake/discharge water temperature difference, and an average intake/discharge water temperature difference that is an average intake/discharge water temperature difference of the day is calculated on the basis of the intake/discharge water temperature difference; a controlled variable of a power generation output is calculated in accordance with a predetermined calculation scheme to control the power generation output by as much as the controlled variable at normal control time when at least one of the intake water temperature, the intake/discharge water temperature difference, and the average intake/discharge water temperature difference satisfies a first condition; and a controlled variable for the power generation output is acquired in accordance with a quick reference matrix C, which indicates by what degrees the intake/discharge water temperature difference changes in proportion to a degree of changing the power generation output to control the power generation output by as much as the controlled variable at emergency control time when at least one of the intake water temperature, the intake/discharge water temperature difference, and the average intake/discharge water temperature difference satisfies a second condition.SELECTED DRAWING: Figure 1
