To prevent a charging failure with time at the end of image holding means while downsizing charging means as compared to the case of adding auxiliary charging means to the end of the charging means.SOLUTION: A charging device (CC) includes: first charging means (1) including a counter electrode (6) facing a discharge electrode (3) to charge image holding means (PR); and second charging means (2) disposed downstream of the first charging means (1) in the moving direction of the surface of the image holding means (PR) to charge the image holding means (PR). With respect to a width (L1) of a medium on which an image is transferred from the image holding means (PR), at an outside (L2) of a passage area (L1) of a medium, the area of the counter electrode (6) facing the discharge electrode (3) is smaller than an inside of the passage area (L1).SELECTED DRAWING: Figure 3
