PROBLEM TO BE SOLVED: To provide a fire alarm control device and fire alarm system for suppressing useless alarm which does not lead to a fire and also outputting alarm at appropriate timing in accordance with a behavior of a resident.;SOLUTION: A fire alarm control device includes: a detection information input section for receiving an input of detection information of an object inside a building structure; a behavior estimation section for estimating a behavior of a user of a building structure from detection information; a heat source state estimation section for estimating a heat source state including a position of a heat source, a kind of a heat source, and temperature of a heat source from detection information; a heat source state prediction section for predicting a future heat source state from a temporal change of an estimated heat source state; a fire risk evaluation section for evaluating a fire risk on the basis of a predicted heat source state and an estimated behavior of a user; and a fire alarm output section for outputting fire alarm.
