PROBLEM TO BE SOLVED: To provide a technology for planning an observation plan that can efficiently observe a space object, according to an embodiment.SOLUTION: An observation plan planning program according to an embodiment causes a computer to execute assigning processing for a space object. The assigning processing assigns the space object to a first space object group which is targeted to perform observation by a fence mode among a plurality of space objects using orbital time and an observation path number for each of the plurality of space objects. The plurality of space objects are the space objects which pass through within a range which is observable by a radar for a planning target period of an observation plan. The orbital time is the time when the space object exists in an orbital position obtained by orbit determination.
