PROBLEM TO BE SOLVED: To provide a controller and control method for appropriately controlling effective power and reactive power output from a power converter so as to suppress a frequency variation and voltage variation in a power system in a limited range of capacity of the power converter.SOLUTION: A power converter controller for matching power from a distributed power supply with a power system switches a control mode between a first control mode in which a first effective power command value is given to an effective power control unit on the basis of at least either a system voltage or system frequency of the power system and a first reactive power command value equal to or smaller than a value of the maximum reactive power capable of being output by the power converter is given to a reactive power control unit when the power converter outputs effective power corresponding to the first effective power command value and a second control mode in which a second reactive power command value is given to the reactive power control unit and a second effective power command value equal to or smaller than a value of the maximum effective power capable of being output by the power converter is given to an effective power control unit when the power converter outputs reactive power corresponding to the second reactive power command value.SELECTED DRAWING: Figure 2
