PROBLEM TO BE SOLVED: To provide a waiting time prediction device, a waiting time prediction method and a waiting time prediction program capable of accurately estimating a waiting time in a theme park.SOLUTION: The invention is configured so that plural patrol routes of an attraction in a theme park are inputs, a theme park simulator for reproducing a behavior of a user in the theme park is executed, then based on an execution result of the theme park simulator, a histogram for representing a number of people who are waiting for every time zone is created for every attraction, then a vector for representing the histogram of each attraction is created. Then, based on the created vector, and a prediction model which has been learned in advance for predicting an average value or maximum value of a waiting time of a user based on the vector, an average value or maximum value of the waiting time of the user on plural patrol routes is predicted.SELECTED DRAWING: Figure 5
