To provide a method for producing a composite material composition capable of being hardened underwater at normal temperature, and capable of forming a hardened body excellent in water resistance, acid resistance, alkali resistance, adhesion strength, bending strength, and compressive strength; and to provide a method for producing an underwater-hardening construction material.SOLUTION: This invention relates to a method for producing an underwater-hardening composite material composition, obtained by mixing an organic amine hardener, a nonaqueous epoxy compound, and a reinforcer, the amine hardener having 4,500 mg/L of an organic nitrogen concentration at which an organic nitrogen is dissolved into water. Preferably, a compounding ratio of the organic amine hardener, the organic amine hardener and the nonaqueous epoxy compound is 0.7:1-1.3:1 by equivalent ratio.SELECTED DRAWING: None
