To enable accurate exploration for resources at water bottoms, such as the seabeds, based on spontaneous potential.SOLUTION: A computer 70 of a resource estimation system 1 includes; an estimation information acquisition unit 71 configured to acquire electric potential information indicative of electric potential of a plurality of electric potential electrodes 21 measured at multiple underwater positions, the electric potential electrodes having a predefined positional relationship; a noise removal unit 73 configured to perform principal component analysis and independent component analysis using the electric potential, and remove noise from the measured electric potential; and a resource estimation unit 74 configured to estimate the presence of resources at a water bottom based on the noise-removed electric potential.SELECTED DRAWING: Figure 2
