PROBLEM TO BE SOLVED: To provide a device, a method, and a program for staff management which allow provision of an optimum education for each staff member and allow optimum staffing.SOLUTION: The present invention includes: a staff information storage unit 11 for storing staff information including a unique staff identification number; a research report storage unit 12 for storing a research report; an authentication unit 13 for conducting an authentication based on a staff identification number stored in the staff information storage unit 11; a first reception unit 14 for receiving an answer to the research report after the authentication by the authentication part 13 is confirmed; a second reception unit 15 for receiving answers to the items of an examination report on the level of satisfaction with shop operations after the authentication by the authentication part 13 is confirmed; and a collecting unit 16 for collecting answers received by the first reception unit 14 and the second reception unit 15 on a staff identification number-by-staff identification number basis.SELECTED DRAWING: Figure 1
