PROBLEM TO BE SOLVED: To provide a next action generation device that can generate a next action for an utterance of a speaker in an argument.SOLUTION: An argument structure including a node representing each of reasoning being a center of an argument and reasoning supporting or not supporting other reasoning, has the argument structure having flag information in which each node represents that the reasoning represented by the node is referred to, that the reasoning represented by the node is questioned, and that the reasoning represented by the node is accepted and side information in which each node represents whether or not the reasoning being the center of the argument is supported, an ID of a current node being a current subject of conversation, and the side information of a system as inputs, and determines the node and a next action being the subject of conversation in a next utterance on the basis of the argument structure, the flag information of the current node in the argument structure, the side information of the current node, and the side information of the system.SELECTED DRAWING: Figure 3
