PROBLEM TO BE SOLVED: To provide a method for evaluating a recycled asphalt evaluation sample capable of forming a recycled asphalt composite material having a quality equal to or higher than that of a new asphalt composite material, and a method for producing the recycled asphalt composite material. SOLUTION: The old asphalt 12 contained in the recycled aggregate 1 and a regeneration additive 21 for paving regeneration are mixed to form a recycled asphalt evaluation sample, and sludge contained in the recycled asphalt evaluation sample is contained.
