To provide an energy conservation plan creation support device and a program thereof for supporting creation of an energy saving plan with high accuracy.SOLUTION: An energy conservation plan creation support device 10 includes: control plan information acquisition means 13 for acquiring control plan information of a facility in a building during a predetermined prediction period; operation result information acquisition means 11 for acquiring operation result information indicating a past operation state of the facility for which at least the control plan information is not set in the prediction period among the facilities in the building; operating state predicting means 12 for predicting, on the basis of the operation result information of the facility for which the control plan information is not set, an operating state of the facility during the prediction period and generating operating state prediction information; power consumption prediction means 14 for predicting, on the basis of the control plan information and the operation state prediction information, power consumption in the prediction period; and display control means 15 for performing display control so that the control plan information, the operating state prediction information, and the predicted power consumption predicted by the power consumption prediction means are displayed together on display means.SELECTED DRAWING: Figure 1
