To enable an operator to perform shipping process according to clear instructed contents.SOLUTION: An control part comprises: selection means which, based on order acceptance information of commodities sold by length containing length and number, selects inventory information with an object of inventory reservation referring to a storage part for storing the inventory information of a base material by one unit; update means for updating the reservation length contained in the inventory information selected by the selection means based on the order information; and output execution means which, based on the inventory information and the order information after update by the update means, outputs a cutting instruction book for preparing the commodities sold by length via an output part. The inventory information contains identification information for identifying presence/absence of experience of cutting work, and the output execution means outputs the cutting instruction book in a form capable of identifying that it is one of conditions: not generating edge material; cutting which generates the edge material with respect to the base material with no experience of cutting work, and cutting which generates the edge material with respect to the base material with experience of cutting work.SELECTED DRAWING: Figure 1
