The morphological analysis unit (10) divides a sentence included in the text data for each morpheme. The chunking unit (11) converts a morphological sequence of a sentence into a phrase sequence. The full-sentence analysis unit (12) analyzes the dependencies of phrases in the sentences included in the text data in ascending order of the number of phrases, and determines the dependency structure of the phrases determined by the analysis. In addition, the statistics of the frequency of dependency between phrases are set in the tree corpus. The extraction unit (13) extracts a dependency rule and a statistic from the tree corpus.
