To provide a ground fault factor estimation device capable of estimating a cause of an accident in more detail, a ground fault factor estimation method, and a program.SOLUTION: A ground fault factor estimation device includes a data acquisition unit, a determination unit, and an estimation unit. The data acquisition unit acquires zero-phase data indicating a temporal change in a potential of a zero-phase in a three-phase distribution line. The determination unit determines a ground fault period during which a ground fault is taking place on the basis of the zero-phase data acquired by the data acquisition unit. The estimation unit estimates the ground fault factor in each prescribed period contained in the ground fault period on the basis of a classification result obtained by inputting the zero-phase data corresponding to the ground fault determined by the determination unit into a learned model which has learned a relationship between a waveform pattern that appears due to occurrence of the ground fault and the ground fault factor.SELECTED DRAWING: Figure 2
