A method is provided for making a composite layer arrangement with a desired shape. The method includes moving a shuttle having a sheet of elastic material to engage with at least one composite layer at a layer collection station, and collecting at least one composite layer with the shuttle. The method also includes transporting the shuttle and at least one composite layer from the layer collection station to a training station, and moving the shuttle and at least one composite layer to engage with a training tool at the training station or any layers previously arranged in the formation tool. The method additionally includes compacting at least one composite layer on the forming tool or any layers previously arranged on the forming tool with the shuttle to form the composite layer arrangement with the desired shape.
