the present invention relates to a moving image encoding device, including: division model determination unit to divide image edge block into four sub-blocks, according to quaternary tree structure, or by division into two in an orthogonal direction to the edge of the image to be encoded, included in the image edge block, which includes the horizontal or vertical edge of the image to be encoded between several blocks obtained by division; forecast block generator configured to generate forecast block by reference to another coded image or coded area of the image to be coded for each of the various sub-blocks; encoder for forecast error, between pixel of a certain sub-block and corresponding pixel of the forecast block corresponding to the determined sub-block for each of the several sub-blocks, and encode the forecast error; and addition unit for division information, indicating whether the image edge block has been divided into four or two, to the encoded moving image data.
