these are protected configuration data that can be sent to user equipment subscribed to a first wireless communication network by a second wireless communication network to which the user equipment is registered. the first wireless network can protect configuration data based on at least one first key when sending data to the second wireless network. the second wireless communication network can send the configuration data to the user equipment in messages protected by at least a second key. the user equipment receives the message from the second wireless communication network, extracts the configuration data using at least a second key, determines whether the configuration data has been changed at least in part based on at least one first key, and apply the configuration data if the configuration data has not been changed. the protected configuration data can be sent in an information element of a control plan message.
