The invention relates to the field of radio engineering, in particular, to systems for radar surveillance of targets located in air, water and terrestrial environments. The first embodiment proposes a method of forming the circular polarization structure of electromagnetic field and processing the received signals, the technical results of which are providing the possibility to control electronically the direction of radiation and the formed directional diagram width, improving energy relations, increasing the probability of detecting the targets correctly and accuracy of measuring their coordinates and parameters, while the number of determined parameters of detected targets is brought to the maximum possible one for radar sensing techniques. The second embodiment proposes a device that implements this method.
