The present invention relates to a graphene-based all-fiber phase shifting device including a graphene film and an optical fiber device having a leakage mode field. The graphene film wraps a light field leakage region of the optical fiber device having the leakage mode field, and driving light and signal light are combined by a wavelength division multiplexer to enter the device; part of the light field of the driving light leaks on the graphene film wrapping the optical fiber device; the graphene film absorbs the leakage light field and generates ohmic heat energy through the photothermal effect; the ohmic heat energy on the graphene film can raise the temperature of the optical fiber device by heat conduction; the optical fiber device undergoes a refractive index change due to the photothermal effect; and the refractive index change of the optical fiber device causes a phase shift of the signal light transmitted in the optical fiber device. The graphene-based all-fiber phase shifting device according to the present invention is simple to prepare, low in cost, easy to operate, low in energy consumption and compact in structure, and can be used in the fields of optical fiber communication and signal processing and the like.
