Provided in the present invention is a method for preparing a hydrogen-rich gas by gasification of a solid organic substance and steam, comprising: in a pyrolysis reactor apparatus, the solid organic substance feedstock is heated for a pyrolysis reaction; and, a gaseous product generated by the pyrolysis reaction is subjected to a gasification reaction with steam in a moving-bed gasification reactor apparatus to produce the hydrogen-rich gas. Also provided in the present invention is a system for preparing the hydrogen-rich gas from the solid organic substance, comprising: solid heat carrier multistage dust remover, the pyrolysis reactor apparatus, the moving-bed gasification reactor apparatus, and a riser combustion reactor. The method of the present invention is operated at room pressure, has a simplified process, and is applicable in gasification and co-gasification of highly volatile solid organic substances, including feedstock containing increased levels of water content, minerals, and sulfur content.
