The present invention provides a method for catalytically preparing a low-carbon dihydric alcohol from a carbohydrate by using an alloy catalyst. The method comprises: using a carbohydrate as a reaction material; using water as a solvent; using an alloy consisting of tin and one or more of transition metals, such as iron, cobalt, nickel, ruthenium, rhodium, palladium, iridium, platinum, and copper, as a catalyst; and performing a one-step catalytic conversion process under hydrothermal conditions at a temperature of 120-300°C and a hydrogen pressure of 1-13 MPa, thereby implementing preparation of a low-carbon dihydric alcohol, such as ethylene glycol, from a carbohydrate at high efficiency, high selectivity and high yield. Compared with the existing petroleum based ethylene glycol synthesis route, the reaction provided by the present invention has advantages of use of renewable resources as raw materials, high atom economy, and environmental friendliness. In addition, compared with other technologies of preparing polyols by using biomass as a raw material, the present process has advantages of high catalyst stability, extremely low catalyst loss, good cycle performance, and easy recycling.
