The present invention provides a solid-state ionic conduction layer and a solid-state electrochromic device having the solid-state ionic conduction layer. The solid-state ionic conduction layer is multi-layer film formed by alternatingly stacking lithium aluminum oxide films and tantalum oxide films. The chemical formula of the lithium aluminum oxide film is LiAlxOy, wherein x is greater than or equal to 0.4 but is less than or equal to 1.2, preferably the x is greater than or equal to 0.44 but is less than or equal to 1, or more preferably the x is greater than or equal to 0.45 but is less than or equal to 0.67, and y is greater than or equal to 0. 5 but is less than or equal to 3, preferably the y is greater than or equal to 0.5 but is less than or equal to 2.5, or more preferably the y is greater than or equal to 0.5 but is less than or equal to 2.
