Provided is a model training device which is for action classification and trains a model for the early recognition of an action. The present invention includes: a teacher data acquisition unit which acquires teacher data formed from a pair of pieces of video information of an action that is classifiable into any one of a plurality of categories according to the feature of the action, and category information that is a correct answer label corresponding to the video information; a motion history image generation unit which generates a motion history image of the video information; and a model training unit which trains a model that receives the motion history image and outputs the label of the category information.
