The foundation pile (15) is disposed below the bottom support surface (19). The bottom support surface (19) is connected to the foundation pile (15) via a foundation pile frame (21). A lower end of the vertical shaft (11) is fixed to the foundation pile (15). The spinning sleeve (12) is sleeved on the vertical shaft (11), and connected to the vertical shaft (11).
