The present invention comprises: a load fluctuation removal filter design unit (103) that generates, from a load fluctuation cycle during which a load fluctuates, a filter which removes the influence of such fluctuation; a section signal acquisition unit (104) that acquires, from an input signal, a plurality of section signals, each section signal having a predetermined period; a frequency domain conversion unit (106) that generates a plurality of frequency domain data pieces by converting the plurality of section signals to a plurality of frequency domain component values; a carrier frequency component extraction unit (107) that generates time-series data, for each of the plurality of frequency domain data pieces, by extracting, from the plurality of component values, a component value of a frequency corresponding to a carrier frequency and using the extracted component value as the value of a corresponding period; a load fluctuation removal filter application unit (108) that applies the filter to the time-series data to generate processed time-series data; and a capacitor capacitance estimation unit (110) that estimates, from the processed time-series data, the capacitance of a capacitor.
