Disclosed are a frequency spectrum scheduling method applied to multiple systems, and a network device, used to eliminate the problem of signal interference in an uplink direction during the deployment of the multiple systems. The method in the present application comprises: a network device determining a scheduling policy for dual-carrier high-speed downlink packet access (DC-HSDPA), wherein the scheduling policy is used for inhibiting a user equipment (UE) from sending an uplink signal on a secondary carrier; andan RNC sending configuration information to the UE.
